Our partner, Ross D. Secler, who currently serves as the President of the ITAA, set the tone for the day and assisted in guiding attendees through some of the most pressing regulatory and structural changes facing township governments today.
As a featured speaker, Ross delivered a deep-dive presentation entitled “CONSOLIDATION, COLLABORATION, & COOPERATION: Charting the Future of Township Government”. His presentation provided a rigorous legal and fiscal analysis challenging the common narrative around forced structural mergers. He introduced a practical “Five-Pillar Test” for evaluating local government efficiency, demonstrating how function-level collaborations and intergovernmental agreements (IGAs) routinely achieve better taxpayer outcomes than blanket consolidations. Demonstrating his multi-faceted legal practice, Ross also sat as a panelist on the Employment Law panel and anchored the day’s concluding “Ask an Attorney” open Q&A roundtable.
