• City of Markham – Summary Judgment Victory
In Palmer v. City of Markham et al. (N.D. Ill.), the court granted summary judgment on all major Title VII claims, including discrimination, harassment, and retaliation. The court found key claims were not properly raised at the administrative level, lacked comparator evidence, and—most importantly—confirmed that the elimination of all part-time patrol positions (affecting male and female officers alike) was driven by budget cuts, defeating the retaliation claim.

• Officer Jose Barajas – Summary Judgment Granted
In Hottes v. Barajas (N.D. Ill.), the court ruled that Officer Barajas acted lawfully in conducting a Terry stop and vehicle search during a late-night investigation. The court found at least reasonable suspicion supported the officer’s actions, and alternatively held he was entitled to qualified immunity. The ruling followed briefing and oral argument, with judgment issued from the bench.
• Illinois Liquor Control Commission – Appeal Dismissed
In Royal’s Wines & Spirits v. Lyons Liquor Commissioner (No. 26APP01), the State Commission dismissed the licensee’s appeal for lack of jurisdiction. The Commission agreed that it cannot review a municipality’s legislative decision—here, the Village Board’s ordinance eliminating a class of liquor licenses—reinforcing the authority of local government action.
